This is not true actually.

The minister only did this declaration to frighten people on not taking part on the opposition massive protest against Berisha, demanding a recount of the votes, planned for the next day. To quote him in the same conference "all over Europe, all gatherings of people have been forbidden because of the flu danger".

It was actually a very crude and transparent attempt and met widely with ridicule in the press.

Just another example to show the level of incompetence and manipulation with every issue in this part of the world.
