The spokesman of the EULEX mission in Kosovo, Victor Reuter, stated on Nov. 19 that the mission is ready to operate and that the full deployment of personnel will be completed "by the end of winter."

"We are prepared and are waiting for the final decision, to continue," Reuter told Radio KiM from Caglavica. Commenting on the Nov. 19 protests by Albanians against the sixpoint plan Belgrade and the U.N. agreed on, the EULEX spokesman said that, in Kosovo, like in all democratic societies, everyone has the right to voice an opinion, so long as "the protests are peaceful."

"We condemn the recent explosion, because that is no way to solve the situation, but we are convinced that the Kosovo institutions will seriously and thoroughly investigate this incident," he stated.
